AND TODAY WE ARE JUST GOING TO GIVE YOU AN UPDATE ON SOME OF THE THINGS THAT WE HAVE BEEN DOING AS IT PERTAINS TO YOUTH VIOLENCE IN THE CITY. SO I'M GOING TO START OFF BY SAYING THAT ANY TIME WE SEE AN INCIDENT OF VIOLENCE AND IT AFFECTS A YOUTH IN THIS CITY, IT AFFECTS ALL OF US. IT AFFECTS THE ENTIRE COMMUNITY, AND WE TAKE EVERY SINGLE EFFORT TO ENSURE THAT EVERY ONE OF THOSE IS HANDLED WITH CARE. AND THAT STARTS WITH CARING FOR THE COMMUNITY. SO WE HAVE HAD A HARD COUPLE OF COUPLE OF MONTHS IN REGARDS TO THAT, AND OUR OFFICE IS INTENTIONALLY FOCUSED IN THIS AREA. SO I'VE BROUGHT SOME GUESTS WITH ME. BUT FIRST, I DO WANT TO BRING A LITTLE BIT OF HOPE TO, TO A CONVERSATION THAT CAN BE EXTREMELY HEAVY AND HARD. SO FAR, YEAR TO DATE, WITH THE AGES BETWEEN 11 AND 17. WHILE IT DOES NOT FEEL THAT WAY IN THIS CITY, CURRENTLY WE ARE DOWN BY 36% IN YOUTH VIOLENCE FROM THE AGES OF 11 TO 17. WHEN IT COMES TO VICTIMIZATIONS, THAT IS A VERY HARD THING TO SAY OUT LOUD BECAUSE IT DOES NOT TAKE AWAY FROM THE IMPACT OF EVERY LIFE THAT HAS BEEN AFFECTED UP TO THIS POINT. BUT ALL OF OUR HARD WORK IS IMPACTING AND SHIFTING. WE JUST HAVE TO CONTINUE TO DO IT. AND SO THERE'S SOME EMERGING RESEARCH THAT'S COME OUT AND A LOT OF TIMES WE TALK ABOUT STATS AND WE TALK ABOUT STATISTICS, BUT THESE ARE KIDS. THEY ARE NOT NUMBERS. AND IT'S IMPORTANT TO UNDERSTAND WHY INVESTING IN THESE PROGRAMS AND WHY THESE PROGRAMS WORK. SO ANNIE E CASEY IS A VERY WELL KNOWN RESEARCH ORGANIZATION, AND THEY HAVE COME OUT WITH EMERGING RESEARCH THAT STATES THAT HOPE AND ACTUALLY PROTECTIVE FACTORS IS IN FACT, MORE IMPORTANT AND MORE IMPACTFUL THAN. THE THE ACES THAT WE HAVE BEEN LOOKING AT. SO ACES, WHICH ARE THOSE THAT IF YOU WILL CREATE TRAUMA AND PEOPLE HAVE CONTINUOUSLY STATED, CREATE POOR OUTCOMES, THEY CAN BE OVERCOME BY PROTECTIVE FACTORS. AND THOSE PROTECTIVE FACTORS ARE SEEN EVERY DAY WITH THE WORK THAT WE'RE DOING IN OUR OFFICE. AND SO SOME OF THE FOLKS THAT I HAVE WITH ME TODAY ARE WHO IS DOING THIS WORK EVERY DAY, AND THAT IS ADDING THE PROTECTIVE FACTORS TO OUR HIGH RISK YOUTH, THAT IS INCREASING THE LIKELIHOOD OF THEM HAVING HEALTHY, SUSTAINABLE TRAJECTORIES THAT LOOKS LIKE CONNECTING THEM TO EDUCATION, CONNECTING THEM TO ADDITIONAL RESOURCES, [00:25:04] SPECIFICALLY MENTAL AND BEHAVIORAL SUPPORT. SO I AM TALKING WAY TOO LONG, AND I AM GOING TO FIRST INTRODUCE BEVERLY DRAKE AND DAVID WILLIAMS. A LOT OF TIMES PEOPLE WONDER HOW THIS COLLABORATION BETWEEN GOODWILL, WHO WAS A WONDERFUL PARTNER OF OURS AND OUR OUTREACH, GO HAND IN HAND, AND GOODWILL INDUSTRIES HAS VIOLENCE INTERVENTIONISTS THAT ARE LOCATED IN SPECIFIC HIGH CRIME AREAS, AND THEY WORK ON THE GROUND EVERY SINGLE DAY, REDUCING CONFLICT WHEN IT IS TAKING PLACE. THEY WORK HAND IN HAND WITH OUR OUTREACH, AND WHEN THEY IDENTIFY SOMEBODY THAT NEEDS LONG TERM SUPPORTS, THEY WORK ALONGSIDE OUR OUTREACH AT OUR OFFICE. AND I THINK IT'S REALLY IMPORTANT FOR YOU TO HEAR FROM THEM HOW THAT LOOKS AND HOW THAT WORKS. SO THEY'RE GOING TO COME ON UP AND KIND OF SHARE A LITTLE BIT ABOUT SOME OF THE, THE WORK THAT THEY DO. SO WHAT WE DO IS TRY TO GET HANDS ON BEFORE SOMEONE IS SHOT. WE TRY TO ENSURE OUR YOUTH THAT ONE WRONG MOVE WITH A HANDGUN COULD COST YOU THE REST OF YOUR LIFE. OUR MAIN OBJECTIVE IS TO MEDIATE THE CONFLICTS TO WHERE NO ONE IS HURT. WE WALK WITH THESE. WE WALK IN THESE NEIGHBORHOODS NOT JUST AS TEAM LEADS, BUT WE WALK WITHIN THE NEIGHBORHOOD AS FAMILY, FRIENDS, AND SUPPORTIVE SERVICES. EVERY DAY WE CONNECT WITH HIGH RISK WHO ARE CARRYING GUNS AND INVOLVED IN TREMENDOUS AMOUNT OF CONFLICTS. DESPITE THE RISK OF US SHOWING UP DAILY, OUR MISSION IS DRIVEN FULL OF HOPE AND DETERMINATION FOR OUR YOUTH, AND OUR MAIN GOAL IS TO TRY TO GET OUR CITY BACK IN OUR COMMUNITIES TO WHERE THEY ARE SAFE. WHEN SITTING ON THEIR PORCHES, WHEN THEY ARE SAFE, TRYING TO WALK TO THE STORES. SO THAT IS OUR MAIN GOAL, IS TO LET THE COMMUNITY KNOW THAT WE ARE AT OUR DAILY BOOTS ON THE GROUND. AROUND. WE HAVE FOUND POSITIVE WAYS TO REACH OUT TO THE PARENTS, TO ASK FOR THEIR ASSISTANCE, TO HELP US WHILE WE ARE HELPING THEM, TO ENSURE THAT THEY ARE NOT ALONE. AND A PERSON LIKE MYSELF THAT HAS BEEN A PROBLEM IN THE COMMUNITY. I COME BACK TO LET THESE YOUTH KNOW THAT I UNDERSTAND WHERE YOU'RE AT, BUT IT'S IT'S PEOPLE LIKE MYSELF THAT HAS BEEN WHERE YOU ARE AT. THIS WORK ISN'T EASY, BUT IT'S MOST DEFINITELY NECESSARY. AND SO THAT WHAT THAT IS, IS A TIME BECAUSE THE CLIENTS FEEL MUCH MORE COMFORTABLE WITH THEM AT THE BEGINNING BECAUSE THEY DON'T KNOW US. AND SO WE SET UP A TIME WHERE WE ALL CAN MEET TOGETHER, AND WE HAVE THAT SOFT HANDOFF AND WE BUILD OUR RELATIONSHIP FROM THERE. IT WAS A YOUNG MAN WHO I RECEIVED FROM BEVERLY DRAKE'S TEAM. HE WAS UNDER THE AGE OF 18. AND SO WE DID THIS OFF HANDOFF. THIS WAS A YOUNG MAN WHO WAS CAUSING A LOT OF TROUBLE IN THE NEIGHBORHOOD. HE'S COME FROM A TOUGH BACKGROUND. AFTER THE SOFT HANDOFF, HE WAS UNDER 18, SO I HAD TO MEET HIS PARENTS. AND AFTER GETTING THE BLESSINGS FROM HIS PARENTS, HE WAS WILLING TO SIGN UP FOR THE PROGRAM. AND THE PARENTS GAVE ME THE BLESSING TO SIGN HIM UP FROM THAT PROGRAM. WHAT IT LOOKS LIKE IS SINCE THAT MOMENT, THIS YOUNG MAN, WHEN I MET HIM, HE HAD TRUANCY ISSUES. SINCE THAT MOMENT, HE NOW GOES TO SCHOOL 99% OF THE TIME. WE'VE BEEN ABLE TO GET HIM A FULL TIME EMPLOYMENT. HE WORKS AT WHITE CASTLE, SO WE WERE ABLE TO GET HIM FULL TIME EMPLOYMENT. HE'S ALSO A FATHER, A YOUNG FATHER, AND SO WE WERE ABLE TO ENCOURAGE HIM AND GIVE HIM SOME LIFE SKILLS SO HE CAN BE PREPARED TO BE THE BEST FATHER THAT HE CAN BE. AND THEN LASTLY, BUT NOT LEAST, WE WERE ABLE TO CONNECT HIM WITH MENTAL HEALTH, MENTAL HEALTH SERVICES AND GET HIM EVALUATED. AND NOW HE'S GOING TO THERAPY SESSIONS REGULARLY. SO THAT'S JUST KIND OF WHAT IT LOOKS LIKE, YOU KNOW, IN A, IN A QUICK VERSION OF HOW [00:30:04] IT COMES TOGETHER, WE LIKE TO SAY THAT WE ARE FOR THE PEOPLE, WE ARE WITH THE PEOPLE, BUT ULTIMATELY WE ARE THE PEOPLE. WE USE OFFICE OF VIOLENCE PREVENTION AS OUR PRIMARY RESOURCE FOR REFERRALS. WHEN FAMILIES NEED RESOURCES OR HELP REMOVING BARRIERS FROM THEIR LIVES. AND SO AGAIN, THE PARTNERSHIPS BEEN GREAT BECAUSE IT PROVIDES SUPPORT LAYERS OF SUPPORT BEYOND JUST THE SCHOOL DAY. THAT IS A CONSTANT CONVERSATION THAT NEEDS TO BE HAD FOR ME. AS FAR AS THESE CAMERAS GO, BASED ON THE CONVERSATION THAT I HEARD FROM DEPUTY CHIEF MCKINLEY AND AND, AND THE CHIEF. MAYBE THEY ARE CAPABLE OF DOING MORE THAN [01:10:03] WHAT OUR LEADERSHIP IN LMPD SAID THEY WERE ABLE TO DO. BUT BASED ON WHAT I HEARD, BASED ON HOW USEFUL THESE CAMERAS ARE, I DON'T SEE HOW THIS. HAVING THE LOCATION DOESN'T SEEM ALL THAT IMPORTANT TO ME LIKE I. SO I'M GOING TO FALL. AT THIS POINT IN THIS CONSTANT CONVERSATION, I'M GOING TO FALL ON THE SIDE OF PUBLIC SAFETY AND NOT HAVING THE DAMAGE POTENTIAL TO THE CAMERAS. THAT REQUIRES MUCH MORE FORETHOUGHT THAN THE AVERAGE PERSON, THAN THE AVERAGE CRIMINAL IS GOING TO MAKE AN EFFORT TO DO. THE THING IS, IS THAT MOST THINGS THAT WE DO, EVERYTHING THAT WE DO RIGHT NOW, EVEN WITH THE SECURITY GUARDS DOWNSTAIRS, AND WHEN WE CALL THEM IN THERE, ALL OF THAT STUFF IS A DETERRENT. IF SOMEBODY IS GOING TO COMMIT A CRIME, MOST TIMES THEY'RE NOT GOING TO CHECK FOR A CAMERA, AND MOST PEOPLE DON'T HAVE THE TIME TO GO AND DESTROY A BUNCH OF CAMERAS BEFORE THEY DO IT, OR LICENSE PLATES READERS BEFORE THEY DO THAT. WE ARE PUBLIC SERVANTS WHO'VE BEEN ELECTED BY OUR THE BODIES OF THE PEOPLE THAT OUR CONSTITUENTS TO GET TO BE THEIR REPRESENTATIVE. AND WE ARE USING THEIR TAX DOLLARS TO PAY FOR THINGS THAT WE HAVE MADE A DECISION THAT WE NEED. IT IS TO ME TO DO JUSTICE OF THE PEOPLE BY GIVING THEM THE ACCESS THAT THEY DESERVE. WE KNOW THAT WE'VE HAD ISSUES WITH POLICE OFFICERS USING SURVEILLANCE OPTIONS TO SURVEIL PEOPLE WHEN THEY'RE NOT SUPPOSED TO CHECK, SHARE OUR PASSWORDS WITH OTHER PEOPLE WHO ARE OTHER LAW ENFORCEMENT SO THEY GET THE FULL ACCESS AND SHARE THEIR PASSWORDS AND ALL OF THAT. I KNOW THEY'VE TRIED TO RECTIFY THAT, BUT THAT'S BEEN A PROBLEM. SO THE POLICE OFFICERS GET ALL THE RESOURCES AND THE THINGS THEY NEED, AND WE'RE ASKING THAT THE COMMUNITY KNOWS WHAT'S OUT THERE. I DON'T SEE A PROBLEM WITH THAT. AND THE LAST THING I'LL SAY, HAVE YOU ALL EVEN SEEN THOSE THINGS FOR YOURSELF? I'VE MET WITH METRO STAFF AND TO SEE WHERE ALL THE CAMERAS ARE LOCATED. AND LIKE COUNCILWOMAN RUIZ SAID, WE'RE TALKING ABOUT 30% OF WHERE THE OF THE OF THOSE LICENSE PLATES READERS. AND, AND THIS SURVEILLANCE TOOL. WHAT IS THE PROBLEM WITH THAT? AND MOST PEOPLE CAN LOOK UP POLLS AND ON BUILDINGS TO SEE SURVEILLANCE. SO I THINK THAT WE OWE IT TO THE PUBLIC TO MAKE SURE THAT WE'RE DOING OUR PART WITH THIS TRANSPARENCY. AND IF WE WANT TO HAVE THE MOST TRUSTED, TRANSPARENT POLICE FORCE, THEN WHY WOULD WE HOLD THIS OPTION BACK? PUBLIC SAFETY IS MORE THAN ENFORCEMENT. IT'S ALSO MAKING SURE THAT WE ARE BEING TRANSPARENT AND GIVING PEOPLE THE OPTIONS THEY DESERVE.
