OUR YOUTH ARE INTO A LITTLE BIT OF EVERYTHING, BUT DOING THE RIGHT THING NOWADAYS, RIGHT? THAT MEANS A LOT TO ME. THEY'VE MADE A HUGE IMPACT. ON MY DISTRICT, AND THIS IS WHERE IT STARTS. AT WHAT? OUR YOUTH. SO I WANTED TO ACKNOWLEDGE BOTH OF THEM, AND I WANT TO THANK BOTH OF THEM ON BEHALF OF DISTRICT ONE. YOU KNOW, AND MY COLLEAGUES, YOU KNOW, WHEN WE HAD THAT BAD STORM. WE DON'T KNOW HOW LONG THESE WILL LAST OR WHAT WILL LAST, BUT WE DO KNOW THAT LANDLORDS HAVE REAL EXPENSES AND WE KNOW THAT TENANTS HAVE REAL BILLS. SO IT MIGHT BEHOOVE US TO ANTICIPATE ANOTHER SURGE IN EVICTIONS DURING THIS TIME OF UNCERTAINTY. KALAMAZOO, MICHIGAN, FOR EXAMPLE, SAW A 50% DECREASE IN EVICTIONS AND A 9% DECLINE IN HOMELESSNESS DURING THE FIRST FIVE YEARS OF ITS EVICTION DIVERSION PROGRAM, WHICH STEMS QUITE NICELY INTO THE BENEFITS OTHER BENEFIT, WHICH IS INCREASED HOUSING STABILITY FOR TENANTS. A PRE-FILING MEDIATION SETTLES DISPUTES BEFORE EVER BEING FILED IN COURT, ALLEVIATING THE STRAIN ON THE SYSTEM IN THAT WAY. FOR A CITY LIKE LOUISVILLE, WHICH SO MANY OF INCREDIBLE HISTORIC BUILDINGS ARE STRONG, COMMITMENT TO PRESERVATION IS A POWERFUL ASSET AND IS WHY THE INTEGRITY OF THE LANDMARK PROCESS IS PARAMOUNT. ASIDE FROM TAXES PAID TO J-C-P-S. CHURCHILL DOWNS DOES NOT PAY PROPERTY TAX. THIS ISN'T NEW NEWS, BUT THIS PAYMENT IN LIEU OF TAXES OR PILOT RESULTS IN LOUISVILLE METRO CURRENTLY OWNING THE PROPERTY. IN MY OPINION, THIS TAX EXEMPTION GIVES LOUISVILLE METRO A SAY IN WHAT HAPPENS ON THAT PROPERTY. CHURCHILL DOWNS ALSO STATES IN THEIR LETTER THAT THE CURRENT LOCATION IS NOT WAGNER'S ORIGINAL LOCATION. THIS MAY BE TRUE, BUT PART OF THIS BEAUTIFUL PROCESS IS THE EXTENSIVE RESEARCH THAT THE OFFICE OF PLANNING DOES AROUND EACH LANDMARK. UNDERSTANDING THAT THE ENTIRE LANDMARKING PROCESS TAKES SIX MONTHS TO A YEAR, I WANTED TO GET A JUMP START ON THE PROCESS.MY EAGERNESS LED TO MY MISUNDERSTANDING OF WHAT THIS PERSON WAS ASKING FOR, BUT NONETHELESS, I KNEW THAT MY OFFICE WOULD BE HOLDING THEIR HAND THROUGH THE ENTIRE PROCESS BECAUSE IT'S PAIN, PAINLESS, AND WE'RE HAPPY TO BE THERE AND WORK WITH THEM. WE WORK CLOSELY WITH JCPS THROUGHOUT THE PROCESS TO LANDMARK MANUEL STADIUM. INITIALLY, WE PROPOSED TO LANDMARK THE ENTIRE STADIUM, BUT WE WORKED WITH THEM TO DIAL THAT BACK AND INSTEAD OF LANDMARKING THE ENTIRE STADIUM, WE ONLY LANDMARKED THEIR GATE. WE FELT LIKE THIS IS A WONDERFUL COMPROMISE TO ACKNOWLEDGE THIS CULTURALLY SIGNIFICANT SPACE WHILE ALSO BEING RESPECTFUL AND BEING RESPECTFUL TO THE BUSINESS OWNER AND MAKING THEM COMFORTABLE IN THE PROCESS.
