I FEEL THE COMMITTEE CONTINUES TO WORK FOR THEIR OWN AGENDA, INCLUDING AT THE 513, 24 MEETING PROMOTING THE NEW PLAN FOR THE URBAN GOVERNMENT CENTER BY WOODCOCK, I'VE NOTICED SIGNS, THROUGHOUT PIERCE TOWN POINT, THE ORIGINAL HIGHLANDS AND GERMANTOWN ON. THE SIGNS ARE IN YARDS. LETTERS ARE LEFT IN MAILBOXES AND ALSO HAVE BEEN POSTED, ON DIFFERENT, FACEBOOK PAGES, TRYING TO GET THE INFORMATION OUT TO THEIR PEOPLE. THE CITY HAS ALSO HIRED A STAFF FOR THE OFFICE OF SUSTAINABILITY, WHICH WILL BE FOR THE FIRST TIME ADMINISTERING OVER $1 MILLION IN FEDERAL MONEY FOR RENEWABLE ENERGY PROJECTS. NOW, ONE OF THOSE PROJECTS IS LIKELY TO BE A UTILITY SCALE, GROUND MOUNTED SOLAR INSTALLATION. THIS IS THE BEST AND CHEAPEST WAY TO MAKE A LOT OF RENEWABLE ENERGY QUICKLY. IT USES A LOT OF LAND, BUT NOT PERMANENTLY. THE SOLAR PANELS CAN BE REMOVED AFTER THEIR USEFUL TERM AND THE LAND RETURNED TO OTHER USES. BUT ROOFTOP SOLAR, ON THE OTHER HAND, IS BETTER LONG TERM BECAUSE IT DOESN'T USE ADDITIONAL LAND. IT'S INSTALLED ON EXISTING BUILDINGS AND DOES NOT REQUIRE NEW LAND. BUT IT'S SLOW, IT'S INCREMENTAL. LOGAN COUNTY HAS TWO. IS A LOCAL UNIT OF GOVERNMENT WITH SEVEN ELECTED, PUBLICLY ELECTED SUPERVISOR. I JUST DROPPED OFF MY PETITION TO BE REELECTED. HOPEFULLY THIS FALL.THE CONSERVATION DISTRICT MANAGES NATURAL RESOURCE PROGRAMS ON THE LOCAL LEVEL TO PROVIDE ANOTHER LEVEL OF SUPPORT AND TRUST BETWEEN RESIDENTS AND THE GOVERNMENT. AS A SPECIAL GOVERNMENT ENTITY, THE CONSERVATION DISTRICT CAN LEVERAGE BOTH STATE AND FEDERAL FUNDING, BRINGING HUNDREDS OF THOUSANDS OF DOLLARS INTO JEFFERSON COUNTY, BUT IS ALSO SEVERELY LIMITED IN ITS ABILITY TO FUNDRAISE AND CAPACITY TO EXPAND, AND ALMOST ALL OF KENTUCKY'S CONSERVATION DISTRICTS ARE FUNDED BY A MILLAGE TAX. UNFORTUNATELY JEFFERSON COUNTY IS NOT ALSO IN ALL OF KENTUCKY. 120 CONSERVATION DISTRICTS JEFFERSON COUNTY HAS THE SMALLEST BUDGET, BUT YET HAS THE LARGEST POPULATION, BECAUSE JEFFERSON COUNTY IS URBAN, THE CONSERVATION DISTRICT PROGRAMING LOOKS A LITTLE BIT DIFFERENT THAN THE SURROUNDING COUNTIES. OF ALL 121, WE PUT MORE EFFORT INTO FAR, FAR REACHING PROGRAMS THAT GO EAST, WEST, SOUTH AND DOWNTOWN. WE LOOK INTO NATIVE LANDSCAPE GRANTS, WE ALSO HELPED RESIDENTS MEET THE, ORDINANCE REQUIREMENT FOR SIGNAGE. WE PROVIDE RAIN BARREL WORKSHOPS.
WE DO SOIL TESTING WHERE WE CAN TEST FOR NUTRIENTS. ALSO FOR LEAD, WE ALSO FUND URBAN HIGH TUNNELS, WHICH ARE GREENHOUSES TO HELP ALLEVIATE THE FOOD DESERTS ACROSS LOUISVILLE. THIS IS ALREADY MORE THAN HALF THAN WE, FUNDED LAST YEAR AND TECHNICAL ASSISTANCE TO OVER 25 ACRES OF COMMUNITY GARDENS AND IN A PARTNERSHIP WITH USDA, AND NATURAL RESOURCE CONSERVATION SERVICE, THE CONSERVATION DISTRICT HAS BROUGHT IN $275,000 IN FEDERAL FUNDING FOR 15 CONSERVATION PROJECTS WITHIN JEFFERSON COUNTY . WE'VE WORKED WITH MSD TO CREATE THE CONVEYANCE ZONE, AND I HAD A CALL WITH MY STATE REPRESENTATIVE TODAY BECAUSE THE FLOYDS FORK DRO REPRESENTS PRECISELY 1% OF THE ACTUAL FLOYDS FORK WATERSHED, THE WATERSHED IS EVERY PIECE OF WATER AND EVERY PIECE OF LAND THAT ULTIMATELY FEEDS INTO FLOYDS FORK THAT COVERS MULTIPLE COUNTIES, THAT COVERS A MASSIVE GEOGRAPHIC AREA. AND I'VE ASKED HIM TO LOOK AT HOW THE STATE CAN EVEN ASSIST US BECAUSE WE HAVE CONTROL OVER THE DRO. SO NOW FLOYDS FORK HAS A 1.5 TO 1 OFFSET FOR ANY WORK THAT'S DONE IN THE FLOODPLAIN, PER MEMBERS OF THIS COMMITTEE'S REQUEST, WE REDUCE THE IMPERVIOUS SURFACE AREA FOR ANYTHING THAT'S DONE IN THAT AREA, AND THEN WE'VE BANNED ANY DEVELOPMENT INSIDE THE CONVEYANCE ZONE. THE SCIENCE OF THE MATTER IS IN THE CONVEYANCE ZONE, YOU DO MOVE TOO MUCH WATER FOR THERE TO BE ANY LEVEL OF SUSTAINABILITY. THE VOLUME IS TOO GREAT, WHICH IS WHY WE PUT IT STATUTORILY IN HERE.
